Azerbaiyán se convirtió en parte del imperio ruso en 1828 y fue una república soviética de 1920 a 1990. Durante ese tiempo, el arroz, que se había cultivado tradicionalmente en las estribaciones de las montañas del Cáucaso, dio paso a la papa (conocida como kartoshka) en la agricultura y la cocina azerbaiyana.
Hoy en día, Azerbaiyán continúa expandiendo su producción de papa. Desde 1992, el área de papa se ha triplicado, mientras que los rendimientos se han más que duplicado. Como resultado, la cosecha nacional creció de 156 000 toneladas a principios de la década de 1990 a un récord de 1.1 millones de toneladas en 2006, solo un poco menos que la producción de trigo (la producción de arroz en 2006 fue de solo 5 000 toneladas).
Los rendimientos de papa promedian alrededor de 17.5 toneladas por hectárea, pero las técnicas de manejo mejoradas recientemente introducidas por expertos de Israel han aumentado la producción a más de 50 t / ha en algunas áreas. Los azerbaiyanos consumen actualmente alrededor de 82 kg de papas per cápita por año y, para satisfacer la demanda, el país aumentó recientemente las importaciones de papas, desde Rusia.
